Mr. Casali is the President of Joe Casali Engineering, Inc. (JCE), a civil and geotechnical engineering firm located in Warwick, Rhode Island.  Mr. Casali has been practicing engineering for 20+ years and has owned and operated JCE for the last 15+ years.  Mr. Casali holds a Bachelor of Science degree in Civil and Environmental Engineering and a MBA from the University of Rhode Island.  Mr. Casali is currently registered as a professional engineer in the State of Rhode Island and the Commonwealth of Massachusetts, and has also held registrations in the states of Tennessee and Mississippi.  Mr. Casali is a past president of the Rhode Island Society of Professional Engineers (RISPE), was a 40 Under 40 Award Recipient, and was awarded the 2002 RISPE Young Engineer of the Year award. 

 Mr. Casali is married with two children and resides in Scituate, RI

Mr. DeCesaris has over 13 years of geotechnical and civil engineering experience in the States of Rhode Island and Massachusetts.  Mr. DeCesaris holds a Bachelor of Science degree in Civil and Environmental Engineering from the University of Rhode Island and is a registered Professional Engineer in the State of Rhode Island.  He is also a member of the National and the Rhode Island Chapters of the American Society of Civil Engineers and the National Society of Professional Engineers.  Mr. DeCesaris has significant geotechnical experience including subsurface exploration and soil classification, foundation design and recommendations, performing geotechnical analyses, and writing technical reports.  In addition, Mr. DeCesaris has significant civil and site design experience including site and subdivision design and layout, utility design, stormwater management design, site permitting, construction management and contract document preparation (including specifications, cost estimates, and bid documents).  Mr. DeCesaris also has extensive field materials testing experience and serves as JCE’s Radiation Safety Officer, responsible for all operations, maintenance and training associated with their Troxler Moisture Density Gauge.   

 With over ten years of drafting experience and a Bachelor of Science in  Architectural Building Engineering, Mr.  Lavery has been involved in the design of several municipal, commercial and residential projects. Specializing in computer aided drafting (CAD), he keeps up to date with the latest software and technology.  His experience includes site layout, including parking design and roadway alignment, zoning applications, utility research, GIS  mapping and septic system design.  Mr.  Lavery is also a skilled graphic designer, adding insight to the presentation side of projects. 

Mr. DaSilva is a Senior Project Engineer and has been a registered Professional Engineer in the State of RI since 2017. He has more than 25 years of experience in civil / site construction work including site development, reinforced concrete and wood structures, utility installation, and resident project manager services. Since joining Joe Casali Engineering, Mr. DaSilva has been responsible on assisting Project Engineers with site design and planning including grading and drainage, stormwater runoff calculations and CAD work.  .

Ms. Paquin received her Bachelor’s of Science in Environmental Science and Management with a minor in Geosciences from the University of Rhode Island in 2011 and her Associate’s Degree in Civil Engineering Technology from New England Institute of Technology in 2016. Since joining JCE, Ms. Paquin has been responsible for assisting Senior Project Engineers and Project Managers with site design and planning, including parking lot design and CAD work. 

Mr. St. Onge received his Bachelor of Science in Architectural Building/Engineering Technology in 2008 from the New England Institute of Technology.  He has more than 10 years of experience in computer aided drafting (CAD), project management, utility/civil design and construction administration.  He has significant experience in developing initial design documents and taking them through construction documents and ultimately into the construction phase on numerous civil and utility design projects across the State of Rhode Island.  Since joining Joe Casali Engineering, Mr. St. Onge has been responsible for assisting Senior Project Engineers and Project Managers with CAD drafting, site design and layout, and utility design and layout as well as with construction administration, including site inspections and field testing.
